Seven millimetres carries no name of its own on this shelf, unlike its two neighbours. It sits between the 6.35 mm narrow pitch and the 7.14 mm college pitch, and lands on the same twenty-one lines to the page as college does, despite the two pitches not being the same number.
A pitch this close to a named standard exists for anyone who wants slightly more air on the page than college gives without dropping all the way to wide. It is not a compromise ruling. It is another spacing between two others that happen to have names.
Whether the extra fraction of a millimetre is noticeable by eye is a fair question, and the honest answer is that most people cannot tell 7.0 from 7.14 apart without a rule held against the page.
