An ordinary ruled line gives a letter room to sit on. It does not give an ascender room to rise or a descender room to drop, so tall and low strokes crowd the line above and below. The rule here sits at 10.58 mm, wider than a notebook line, sixteen to the page, built for the shape of a letter rather than just its body.
The pitch is the whole specification. There is no copybook alphabet printed down the margin and no model hand to trace. What is on the page is the space a hand needs to move in, repeated for however many pages you fill before the shape settles.
The ruling holds the line steady. Repeating the letter enough times to change it is still the part nobody can print for you.
