Before you print
So the size comes out exactly right

Turn off “fit to page”
Choose 100% or Actual size. Ask the printer to fit the page and the whole sheet shrinks by a few per cent — and the spacing named in this page’s title no longer matches what comes out.

Match the paper size
Print the A4 file on A4 paper. Printing A4 onto Letter, or the other way round, forces a scale adjustment even with 100% set.

Measure one square after printing
Check it with a ruler. If it is off, the cause is almost always number 1.

Paper of 80–100 gsm
Ordinary copier paper is enough. For wet ink — a fountain pen or a marker — choose something thicker so it does not bleed through.
